The Department of Emergency Management develops and operates an integrated Emergency Management Program and Emergency Operations Plan to provide sustainable quality and ethical care to patients in any reasonably foreseeable environment or circumstance. This department establishes and maintains an effective response to and recovery from disasters – internal and external – as well as large scale emergencies that impact our environment of care. The goal is to minimize risk to patients, visitors and caregivers through proper planning in mitigation, prevention, protection, response and recovery.

A caregiver in this position works 8:00AM – 4:30PM.

A caregiver who excels in this role will:

  • Coordinate all aspects of emergency management planning and implementation at assigned sites.

  • Manage the implementation and maintenance of designated programs.

  • Develop and maintain the assigned facilities’ Emergency Operations Plan, policies, procedures and guidelines ensuring regulatory and accreditation compliance.

  • Chair the assigned facilities’ Emergency Management Committees.

  • Manage and maintain the Hospital Emergency Response Teams (HERT) through training, coordination, planning and executing emergency preparedness and response exercises for the facilities.

  • Conduct emergency management training and education to all caregivers and personnel.

  • Represent the organization on internal and external emergency management-related committees and organizations.

  • Act as an emergency management liaison to align outpatient facility emergency plans with hospital plans.

  • Maintain caches of emergency preparedness equipment and supplies.

  • Plan, develop and maintain systems and procedures.

  • Act as a liaison between the department and outside communities.

  • Serve as a coach and mentor for other positions in the department.

  • Participate in the budgetary process.

Minimum qualifications for the ideal future caregiver include:

  • Bachelor’s degree in emergency management, business administration, healthcare administration or a related field.

  • Two years of experience in a hospital, industry, military or other related setting involving areas of emergency preparedness planning and management.

  • Knowledge of HICS, NIMS, NDMS and county/regional/state Emergency Operations Plans.

  • Required within one year: ICS 100, 200, 300, 400, 700 and 800, and Hospital Emergency Response Team (HERT) instructor through HEMA.

  • Required within two years: Certified Healthcare Emergency Professional (CHEP) and Incident Command System (ICS) Curricula, Train the Trainer.

Physical Requirements:

  • Ability to perform work in a stationary position for extended periods.

  • Ability to be mobile for extended periods of time

  • Ability to travel throughout the Cleveland Clinic health system.

  • Ability to travel to locations outside of the Cleveland Clinic health system.

  • Ability to operate a computer and other office equipment.

  • Ability to operate A/V (Audio/Visual) equipment.

  • Ability to operate emergency equipment.

  • Ability to communicate and exchange accurate information.

  • Ability to move/transport equipment weighing up to 50 pounds (lbs.).

  • Ability to move/transport carts weighing up to or more than 100 pounds (lbs.)

  • Ability to inspect equipment.

  • Ability to install, repair and maintain systems, equipment, fixtures and/or structures.

  • Ability to distinguish color.

  • Ability to assist with physical training required for various emergency responses.

Personal Protective Equipment:

  • Follows standard precautions using personal protective equipment as required.

Pay Range

Minimum hourly: $30.41

Maximum hourly: $46.38
